First of all, welcome to the Wizard of Vegas forum!
The short answer is that the PLAYER has the edge using just Basic Strategy. The 'Player Expected Values (in %)' is 0.1819%. Thus, if you flat-bet $100 per round, you can expect to win a bit over $0.18 (or 18¢) per round. Note, though, that this value was calculated for European No Hole Card rules, rather than the slightly more player-friendly BB+1 that you specified, so your expectation is a tiny bit higher than 0.1819%.
Below is how I found this result:
I used kc's excellent 'Composition Dependent Combinatorial Analyzer' available online at this url:
http://www.bjstrat.net/cgi-bin/cdca.cgi
Under 'Settings and Rules' I set the number of decks to 6, the BJ odds to 3:2, and checked the S17 and ENHC boxes.
Under 'EV (unconditional when not checked)' I unchecked the 'Conditioned on no dealer BJ where applicable' box.
Under 'Compute mode' I selected Basic strat.
Under 'Depleted shoe split strat (Re: basic strat)' I selected Pre-split.Blackjack House Advantage Calculator
Under 'Auto winner (includes splits)' I selected None.
Under 'Doubling' I selected Double any 2 cards. Under 'Restrictions for hand total' I selected None.
Under 'Splitting' I set 'Allowed splits aces' to 2 and 'Allowed splits 2-10' to 3. Under 'After splitting' I checked DAS and unchecked both HSA and Double after splitting aces.
Under 'Surrender (2 card)' I checked the 'Allowed versus dealer up cards of 2-9' box. Under both Versus 10 and Versus Ace I selected Early surr.
Hope this helps!

Thanks for this post from:
Even at BB+1 there is a player advantage on that? My spidey senses say there is something wrong with the calculation.
Blackjack house advantage calculatorThe ENHC rule increases the house edge by about 0.11 percent.
Putting these criteria into the Wizard Blackjack House Edge calculator shows that Basic Strategy with Continuous Shuffler has a house edge of 0.3753%.
I can't believe that the change from late surrender (on the calculator) to early surrender would change the edge by that much.

Early surrender is worth about .63% so about .54% better that late surrender (.09%).

With what he describes the deal breaker for me would be the continuous shuffle. No real opportunity to count the cards or even keep track of face cards and tens, nothing.
I tell you it’s wonderful to be here, man. I don’t give a damn who wins or loses. It’s just wonderful to be here with you people.

Early Surrender seems to be the deal breaker. I can imagine the rules are meant to be late or no surrender, in that case there looks to be a House Edge.
Other than that your rules are very close to the ones played in the UK (they have lose everything rather than BB+1).

thank you very much for the reply.
I have one more questions.
I wrolngly stated,
we offer early surrender to all cards except for Aces. for in the calculation, I did just no suurender for Versus Ace.
by doing it, the H.E went down to -0.2088 (favors to Casino)
my questions is that
I still do not understand between ENHC and BB+1
as you stated, BB+1 is slightly more player friendly, however, when I looked up an effects of varaition rules chart. (/games/blackjack/rule-variations/)
it says BB+1(-0.01%) , OBBO(-0.03%) are negative effect to players when applied. this gets me confused so much.
Please help me with this. thank you
